“We were the only city bidder on the project, even though the bid went out to general bidders 4 times. The reason why we were the only bidder every time was due to the project’s complexity which was over the heads of all the other potential bidders. The project involved disassembly and reassembly of their slide structures, regel coating, and extensive tile and resurfacing of several pools, interactive play structures and slides.”
